It never contacts trust.salesforce.com. The snapshot ships in the binary, is point-in-time and currently carries placeholder incident IDs, so trust.salesforce.com stays the source of truth. Air-gapped teams can point VULKRO_SF_INTEL_TRUST_BUNDLE_OVERRIDE at a vetted bundle file.
